No SSG SA meeting report exists for MESA#3. Due to the events of September 11th 2001,
many US delegates were not able to attend the MESA#3 meeting held in Sophia Antipolis,
France. It was therefore decided to only have the SC part of the meeting at MESA#3. An 
ad-hoc meeting of the SSG SA was then arranged for December 4-6th 2001, to continue the
work on the Statement of Requirements.
