HOW TO PARTICIPATE IN PROJECT MESA?

Becoming a member of MESA allows your organization to fully influence the work of the project by attending meetings and taking part in the voting process.

Participation in MESA is classified into 5 categories:

Organizational Partnership
Individual Membership
Public Safety Membership
Observership
Guest

You are also free to consult the list of MESA members.
 

ORGANIZATIONAL PARTNERSHIP

Organizational Partnership is open to any Standards Development Organization, irrespective of its geographical location, which has: 

  • a national, regional or other officially recognized status and the capability and authority to define, publish or set standards in that nation or region;
     

  • an Intellectual Property Rights (IPR) policy which is compatible with those of the Organizational Partners;
     

  • committed itself to all or part of the Project MESA scope;
     

  • signed the Partnership Project Agreement.

A Standards Organization may apply to become an Organizational Partner by writing to any of the existing Organizational Partners.
 

INDIVIDUAL MEMBERSHIP

Membership in an Organizational Partner is a pre-requisite for Individual Membership of Project MESA. The current Organizational Partners are ETSI and TIA.

All legal entities registered as members of an Organizational Partner are eligible for participation in the technical work of that Organizational Partner, can become Individual Members of Project MESA.

Individual Members are expected to: 

  • have committed to all, or part of the MESA scope
     

  • contribute technically or otherwise to one or more of the Technical Specification Groups within the MESA scope
     

  • use the MESA results to the extent feasible.

Organizations affiliated with one of the above Organizational Partner can apply to become a Project MESA Individual Member by submitting the MESA IM Application Form.
 

PUBLIC SAFETY MEMBERSHIP

A legal entity which may not be a member of an Organizational Partner can apply to an Organizational Partner to become a Public Safety Member of Project MESA, provided that it:

  • is a governmental entity or
     

  • is a private entity providing public safety services under contract to a governmental entity or
     

  • is an association or consortium of governmental entities; or
     

  • is an association of representatives of governmental entities; or
     

  • otherwise represents governmental entities with the further provision that it is not a manufacturer of equipment or the holder of IPR that may fall within the scope of the MESA project.

Public Safety entities can apply to become a Project MESA Public Safety Member by submitting the MESA PS Application Form.
 

OBSERVERSHIP

The status of Observer may be granted by the Organizational Partners to an organization, which has the qualifications to become a future Organizational Partner (see above).

Observers are expected to contribute to the common objective of Project MESA and avoid duplication of work related to Project MESA.

Organizations may apply to obtain Observership status by writing to any of the existing Organizational Partners.
 

GUEST

The status of Guest may be granted for a specific meeting, by the Steering Committee Chairman to a representative of an organization, which has the qualifications to become a future Individual Member (see above).

On an exceptional and temporary basis, the Chairman may invite or authorize experts from entities other than Individual Members and Public Safety Members to participate in a meeting, provided that the presence of such experts is justified by a legitimate interest with regard to the work currently in progress.

Organizations may apply to obtain Guest status by writing to the MESA secretariat.
